The system resolves who is giving the instruction.
Words in a message do not grant authority. Identity must connect to an accountable operator, organization, Unit, and permitted scope.
Gate three: Authority
The request is tested against the boundary.
Can this operator use this specialist? Can this specialist reach this system? Can this mission touch this account, territory, record, or recipient?
If the authority is missing, the signal stops.
Gate four: Preview and approval
Before a material action crosses into the world, the exact move becomes visible.
The record. The recipient. The message. The change. The reason.
Chief sees the move before the machine makes it. Approval belongs to the human seat.
Gate five: Execution and proof
Approved work executes through the system that actually matters.
Then RebelOS returns the result: completed, failed, or incomplete. External identifiers, timestamps, and errors remain attached to the mission.
An optimistic answer is not proof.
The receiving system is proof.
Failed closed
If the signal cannot clear a gate, the mission stops—failed closed.
No invented records. No guessed recipients. No silent retries. No victory declared while the real system says otherwise.
